Home and Community-Based Services (HCBS), administered through Pennsylvania's Office of Long-Term Living (OLTL), help eligible individuals receive care at home or in the community instead of a nursing facility. Services are funded by Pennsylvania Medicaid.
Both are Pennsylvania Medicaid programs that pay for home-based care, but they serve different populations. The OLTL (Office of Long-Term Living) waiver, part of HCBS, supports older adults and adults with physical disabilities who need help with daily living. The ODP (Office of Developmental Programs) waiver funds services for individuals with intellectual disabilities and autism through the Consolidated, Community Living, P/FDS, or Base-Funded waivers. Prestige Home Care is an approved provider under both.
Yes. If your loved one doesn't have Medicaid, or Medicaid covers only some of the hours they need, Prestige Home Care offers private pay home care. We send trained, screened caregivers to your home to help with personal care, mobility, meal preparation, light housekeeping and companionship. Call (717) 750-1980 to talk about your family's needs.
Medicare is federal health insurance that generally covers short-term, medically necessary skilled care, like a nurse or physical therapist after a hospital stay, but it does not pay for ongoing, non-medical help with daily activities. Medicaid, through Pennsylvania's HCBS waiver programs (OLTL and ODP), is what funds the kind of long-term, non-skilled support Prestige Home Care provides: personal care, companionship, meal preparation, and more, delivered in your own home.

Intellectual Disability & Autism
The Office of Developmental Programs (ODP) waiver is a Pennsylvania Medicaid program that funds in-home and community support services for individuals with intellectual disabilities and autism. It's a separate track from the OLTL/HCBS programs above, so if you or a loved one has an intellectual disability or autism diagnosis, the ODP waiver is likely the program that applies to you.
We're an approved provider under Pennsylvania's ODP Consolidated, Community Living, P/FDS, and Base-Funded waivers.
ODP waivers are for Pennsylvania residents with an intellectual disability or autism diagnosis, enrolled through their county's Administrative Entity under one of the Consolidated, Community Living, P/FDS, or Base-Funded waivers. Enrollment and level of care are determined by the county Administrative Entity and the Office of Developmental Programs, not by Prestige Home Care directly.
If you're not yet enrolled, start with your county's Administrative Entity for Intellectual Disability/Autism services — they can walk you through eligibility and enrollment. If you or a loved one is already enrolled in an ODP waiver, you can choose Prestige Home Care as your provider by letting your Supports Coordinator know, and we're happy to help with that conversation.
A Supports Coordinator (SC) helps individuals enrolled in Pennsylvania's ODP waivers plan and manage their services, including choosing a provider like Prestige Home Care. If you're already enrolled in an ODP waiver, you were assigned a Supports Coordinator through your county's Administrative Entity. If you're not yet enrolled, reach out to us and we can help point you toward the right first step.

Home care is often the right fit when someone needs regular help with daily activities but wants to stay safely and comfortably in their own home rather than move to a facility. Pennsylvania's HCBS waiver programs exist specifically to make that possible for eligible Medicaid members. If you're unsure which level of care makes sense for your situation, we're happy to talk through your options, there's no obligation.

Yes. Participants in Pennsylvania's Medicaid waiver programs generally have the right to choose their own service provider, and that includes changing agencies if your current one isn't the right fit. If you'd like to switch to Prestige Home Care, contact your Service or Supports Coordinator to update your provider of choice, and we'll help guide you through the transition.
